Introduction to the Levee Improvements Project
The Foster City levee system, surrounding the majority of the outer bayfront perimeter of the City, is crucial in providing protection from flood hazards and storms. In 2014, the Federal Emergency Management Agency (FEMA) determined that Foster City's levee system does not meet minimum requirements for flood protection. In order to maintain FEMA accreditation and keep Foster City properties out of the flood zone, Foster City voters approved Measure P in 2018 with nearly 81% support, authorizing the City to issue a $90 million general obligation (GO) bond to improve and strengthen the Foster City levee system.
Levee improvements will allow Foster City to keep Foster City properties out of the flood zone, maintain FEMA accreditation, prevent residents from paying mandatory flood insurance, and protect essential city services during storms and earthquakes.

Preserving Agility at Scale through Value-Based Project Management
Today, the manager's role is replaced by the VUCA leader's. The role of an effective leader in the VUCA world has changed dramatically. We expect leaders to move from telling to motivating and inspiring others, aligning ‘teams of teams'’ goals to the overall strategic direction without micromanaging while giving each individual a sense of belonging to a shared set of values and purpose.
Using an integral approach, we will explore multiple perspectives on an organization's people, practices, structures, cultures, and worldviews. This enables us to understand better where they are by applying Ken Wilber’s Spiral Dynamics theory.
Participants will then be led through a series of exercises individually and in small groups to become more aware of our values and how to identify them in the actions of others. We will end by coalescing our learnings into tools we, project and product managers, can use to reduce scaling friction through value-based decision-making.

The Guide to the Project Management Body of Knowledge, NIST Cybersecurity Framework, ITIL Service Management, ISO Risk Management, ISO Quality Management, and ISO Information Security Standards are aligned into a project delivery approach applicable to most cybersecurity projects, most of the time.
